The Strategic Session of the General Assembly of the Association of Business Education took on October 29, 2015. The session was devoted to the development concepts of the organization's activities and to ensure effective coordination among members of the Association.

The strategic session held in the framework of the project "Improving of the administrative capacity of the Association of Business Education in the development of business education" being a part of the project "Improving of joint initiatives" .The project is implemented with the support of "Eurasia" by the United States Agency for International Development (USAID).

The results

Strategic Session of the Association was carried out with the usage of methods to expand the problematic field of development, comparative analysis of other forms and methods of identifying ways of further development of the organization.

1. The main important issues of the session were to analyze and discuss the process of accession of the Republic of Belarus in the Bologna process and the ways of development of the national system of higher education in the framework of the Single European Educational Area.

The speaker on this issue, Vice-Rector of the State Educational Institution "Republican Institute of Higher Education" I.V.Titovich, spoke about the prolonged procedure of accession, the reasons and problems that prevented the country's accession to the Bologna process in 2012, considerable work done by the system of higher education and how to overcome them in future.

The transition of the country to the European educational and research area helps to make the national higher education with "European dimension", to improve the quality of higher education, to provide mutual acknowledgement of qualifications and diplomas. Belarus proceeds to the three-tier system of higher education with different terms of training, depending on the complexity of specialties. Magistracy should provide training for self-management and analysis and design activity.

Innovations were clarified on a number of specific changes in the functioning of the Belarusian higher education.

2. For the purpose of comparative analysis, participants of the meeting shared

their impressions about the organization of business education in the Republic of Lithuania and the Russian Federation.

An important area of training managers in Lithuania is the development of social and environmental responsibility of the current and future business professionals. Essential features of management training are the commercialization of education, the development of scientific activities, individual learning plans for postgraduates, replacement of a thesis for a business project.

Enrollment plans and training programs are determined by the universities, the development of business skills is carried out in simulation companies (European PEN International), universities are closely monitoring the employment of graduates. An important trend in the development of business education is cooperation with professional associations and commercial organizations.

Along with the positive trends in the development of business education in Russia, it was noted that in 2012 in Russia amendments to the law "On education” come into force , abolishing state regulation of business schools. After the abolition of the state accreditation of master's degree programs, training programs and retraining, including MBA graduates do not receive state diplomas, training quality has decreased, sets for the MBA programs has declined significantly.

3. The main issue of the session was to discuss the conceptual

statements of activities of the Association of Business Education. The following key issues were set after discussion:.

The Association aims to strengthen the human resource capacity of managers that enhance the efficiency and competitiveness of Belarusian economic entities in the country's transition to an innovation economy, the development of its private sector.

The main objectives of the Association are:

sustainable Development of Association. Promotion of the principles of modern business education in the Republic of Belarus;

representation and protection of interests of its members in government bodies, other bodies and organizations;

improvement of legal norms in the field of business education;

the development of the national system of business education by creating centers of entrepreneurship, production and educational formation of clusters, the use of innovative learning technologies.

Among Important objectives of the Association, the solution of which will contribute to achieving these goals, there are

expansion of the structure of the Association, its involvement in the series of public and private educational institutions, consulting companies, organizations and centers directly involved in business education;

the development of cooperation with the Union of Entrepreneurs and Employers, their involvement in the development of educational standards, the formation of professional competencies in the process of training, organization of educational process, involving representatives of the private sector, including foreign experts;

study of native and international experience of business education, research in the field of assessing the quality of educational programs;

assistance in the preparation of the teaching staff on the basis of modern educational technologies and teaching methods, teacher training, in accordance with international standards, passing professional certification;

the development of international educational cooperation through the participation of members of the Association in international projects, cooperation with foreign and republican associations and business schools, promotion of international accreditation of local business schools,

consistent promotion of a positive image of the Association.

The development and improvement of the efficiency of the Association of Business Education will contribute to the training of top managers of a new formation, increase management capacity and competitiveness of the national economy and the private business sector of the Republic of Belarus.

4. The final question of the session was to analyze Concept

formation and development of business education in the Republic of Belarus.

It was noted that the concept of business education is aimed at training personnel, exercising administrative functions in commercial organizations. A business school - is a commercial organization that carries out educational programs of additional education for the preparation of managers in business.

In accordance with the Code of the Republic of Belarus (arts. 19 and 23, 245) in the types and kinds of institutions of higher and further education the creation of commercial organizations is not provided. As a result, these educational institutions (and their structural units) with many years of successful experience in the training and retraining of managerial staff for the specialization "Business management" can not be a business school, and the main members of the business education system are the only commercial organization.

This standard is contrary to the logic of the Concept, which states that in the global market of business education leading role is played by the business school created at universities.

It is necessary to provide for the organization of business schools in two ways:

Business School, formed at commercial organizations,

Higher Business School, created in higher education institutions or their divisions, implementing educational programs on a wide range of specialties of higher and further education groups of specialization"Business management), including the preparation of master degree program of specialization" Business Administration "(MBA Master Program).

The draft of the Law "On amendments and additions to the Code of the Republic of Belarus on Education" provides for the establishment in the university structures higher schools, the profile of which is defined by the universities themselves.

According to the concept and plan of its implementation, master's program

MBA is offered in the development of technical regulations to define as a program of additional education for the managerial staff.

The educational standard of the higher education of master program in "Business Administration", which is the appropriate technical normative legal act, compliance with international accreditation is applicable to master's MBA program. Graduates of the Master's program get a state diploma with assignment of the degree of "Master of Business Administration».

In all developed countries on the master's program are trained senior and mid-level managers who have successfully engaged in strategic business management in a market economy.

It was decided to eliminate these contradictions to prepare material for discussion of the concept of the university community.
